Voluntary Disclosure Facilities - Have the carrots produced a good yield?
Since 2007 HM Revenue & Customs (HMRC) has launched several voluntary disclosure facilities encouraging taxpayers to report undeclared income and gains and settle the related tax liabilities. These initiatives represent the 'carrot' element of HMRC's 'carrot and stick' approach to dealing with tax evasion; maximising tax recovery whilst minimising HMRC's costs by offering taxpayers an incentive to come clean without HMRC having to trace them.
